Right now you can run code on PHP 7.4, but developers cannot use new features of the language that appeared in 7.4, and therefore 8, and supporting those features has taken longer than anticipated. There are actually two developments in the pipeline to be released that relate to each other, PHP 7.4 language support in the Encoder and PHP 8 Encoder/Loader support. PHP 8 will be supported through a new Encoder and Loader so it is unlikely that there will be a new Loader produced that will support files produced by PHP 7 encoders on PHP 8.
